This read-write attribute controls whether the ComController automatically rebalances STU load after an RX resource is added or restored to the system, defaulting to on. An admin would turn this off when they want to manually control which STUs sit on which RX cards, for example during a controlled maintenance procedure where automatic movement would be disruptive. For example, before swapping out a suspect RX card, an engineer might set hcxAutoLoadBalancing to off so STUs don't get automatically shuffled around mid-procedure.
