An admin compares this frame-based broadcast percentage against the byte-based one to see whether broadcast traffic on Port 1 and Port 2 combined is mostly small control frames or larger payload-bearing frames. For example, a high value here alongside a much lower broadcast-bytes percentage for the same 15-second short-term sample on Port 1 and Port 2 combined would indicate lots of small broadcast frames, such as ARP, rather than large broadcast data transfers.
