This counter matters to an admin because it isolates a now-deprecated congestion signal telling a sender to slow down because a router or host buffer is filling up, letting them see that specific condition trending up without having to sift through every ICMP message the host or pair exchanged. If SrcQuench for the pair 10.4.12.30 and 198.51.100.7 starts climbing while other ICMP counters in the same row stay flat, that isolated rise points specifically at a now-deprecated congestion signal telling a sender to slow down because a router or host buffer is filling up rather than a general ICMP flood.
