An administrator treats a rising count as evidence that loopback TEST message transmission itself is failing at the physical layer for this instance. For example, seeing this counter increase while cntllc1OutTests also increases would tell the admin the instance is attempting TEST messages but repeatedly failing to get them onto the wire.
