This counter records the number of frames received with unknown Destination Service Access Points (DSAPs) from a peer data link layer. An administrator treats a rising count as evidence that a peer is sending frames addressed to a service on this node that doesn't exist or isn't registered. For example, a growing count here after connecting a new peer device would prompt the admin to check whether that device is configured with the correct DSAP for the service it's trying to reach.
