This counter records how many times the agent needed a buffer to make a request to the managed elements (MEs) but didn't have one available. An administrator treats a rising count as a sign of buffer starvation that can cause the agent to fail internal requests even though the underlying hardware is healthy. For example, if this counter climbs during periods of heavy SNMP polling, increasing cntSnmpBufferCount's configured allocation would be a direct fix.
