An administrator uses it as a consistency check when reading multiple related MIB values, confirming no configuration change happened mid-read that would make the values inconsistent with each other. For example, if this count changes between the start and end of a management poll, the admin knows to re-read the SMT's parameters because a remote PMF update happened concurrently.
