An admin can use this to confirm whether locally originated traffic is making use of CLNP options as expected, or to spot unexpected option usage if none was configured. For example, an admin who has not configured any feature requiring CLNP options would expect this counter to stay at zero, and a nonzero value would prompt investigation into what is generating them.
