This read-only Counter counts congestion-drop CLNP Error PDUs sent by this entity. An admin cares because it shows this device itself is overloaded and dropping incoming PDUs, then signaling congestion back to the senders. For example, a burst of outbound congestion-drop errors during peak traffic hours indicates this device's own CLNP queues are saturating.
