What is swIfAdminSpeedDuplexAutoNegotiationLocalCapabilities?
This read-write AutoNegCapabilitiesBits value sets the administrative auto-negotiation capabilities this interface will advertise when swIfSpeedDuplexAutoNegotiation is enabled, with a default bit meaning advertise all the port's native capabilities, per the description. Admins use this to restrict which speed/duplex combinations a port offers during negotiation, useful for forcing a negotiated outcome without fully disabling auto-negotiation. For example, clearing the gigabit capability bit here while leaving auto-negotiation enabled would prevent that port from ever negotiating up to gigabit speed, effectively capping it at 100M even with a gigabit-capable link partner.
