What is rlRip2IfConfGlobalPassiveInterface?

This read-write flag, when true, causes every newly created RIP interface to be created as passive, meaning its RIP send mode defaults to doNotSend. An admin enables this on routers where RIP should mostly listen rather than advertise by default, only explicitly enabling sending where needed. For example, enabling this globally then selectively re-enabling sending on a few trunk interfaces achieves a mostly passive RIP deployment with minimal per-interface configuration.
