What is rlIpSourceGuardPermittedRuleCounterNumOfStaticRules?

This read-only Counter32 counts the number of static permit rules that IP Source Guard has added for permitted hosts. An admin cares because it shows how many manually configured static bindings are currently contributing permit rules, useful when auditing the security posture of protected ports. For example, an admin reviewing IP Source Guard configuration after a change would check this counter to confirm the expected number of static host permits are in place.
