What is rlIpDhcpSnoopTrustedPortRowStatus?

This read-write RowStatus (valid values CreateAndGo or Delete) controls marking a port as trusted for DHCP snooping purposes by creating or deleting that port's entry in the trusted-port table. An admin cares because only trusted ports (typically uplinks to the real DHCP server) are allowed to forward server-side DHCP responses; misconfiguring this can either block legitimate DHCP service or open a hole for rogue servers. For example, an admin connecting an uplink to the corporate DHCP server would mark that port trusted using this object so DHCP offers from it aren't dropped as suspicious.
