What is rlIpDhcpSnoopFileEnable?

This read-write INTEGER (enable(1)/disable(2)) turns on saving the DHCP snooping binding database to a file. An admin cares because persisting the binding table to a file lets learned DHCP client bindings survive a reboot instead of being relearned from scratch, which matters for features like IP Source Guard that depend on those bindings. For example, an admin who wants IP Source Guard protections to remain effective immediately after a switch reboot would enable this so the DHCP snooping bindings are restored from the saved file.
