What is cwdxHeSuChOverUpChannelId?
This read-create value specifies the new upstream channel ID that the targeted subscriber unit is being instructed to move to, where -1 means the upstream channel should not be overridden. Admins use it together with cwdxHeSuChOverDownFrequency to control exactly which channel dimension, upstream, downstream, or both, gets changed for a given SU. For example, an admin only needing to rebalance upstream load would set cwdxHeSuChOverUpChannelId to a target channel number while leaving the downstream frequency at 0.
