What is cvaIfEMTimingMaxDelayDuration?

This read-write Integer32 (100 to 5000 milliseconds) sets the maximum time to wait from outgoing seizure to out-dialing digits, after which a reorder tone is sent to the calling party if the far end still hasn't allowed digit sending. An administrator tunes this as a fallback timeout to avoid calls hanging indefinitely waiting for far-end readiness. For example, if the far end never permits digit sending within this window, the caller hears a reorder tone instead of dead air.
