What is cipCardOffloadConfigLinkRouterAppl?

Holds the name of the router-side application providing IP link services for this offload task, as specified in the mainframe configuration. This is the router-side application-name counterpart to cipCardOffloadConfigLinkHostAppl, and the mainframe configuration references this exact name when it expects to talk to the router's IP link function, so it must match what the mainframe side was configured with. If the mainframe's configuration expects the router's link application to identify itself as 'RTRLINK', an admin sets cipCardOffloadConfigLinkRouterAppl to 'RTRLINK' to satisfy that expectation.
