This standard RowStatus object governs creating, modifying, or deleting this discovered-target table entry via SNMP, and per the desc an administrator specifically cannot delete an entry whose corresponding device is currently discovered as active on the fabric - meaning a target the system currently sees live cannot simply be deleted out from under it. An admin trying to remove a stale or unwanted target entry needs to understand this protection: if the target is still actively discovered, they would need to physically disconnect it from the fabric first before the row can be destroyed. Attempting to set this to destroy(6) on a still-live, discovered target would be rejected by the agent rather than silently succeeding.
