This object records whether this discovered-target entry was explicitly configured by an administrator (true) versus automatically populated from some other discovery source (false), and per the desc an admin can flip a false entry to true but not the reverse via this object alone. An admin reviewing an automatically discovered target that they want to keep permanently, rather than have it disappear if it is temporarily not visible, sets this to true to convert it from a transient discovery into a persistent, administrator-owned entry. Leaving an entry at false means it is essentially just a record of what the fabric currently sees, subject to being cleaned up if the target stops appearing.
