This counts the total octets received by this specific Phase-1 tunnel, per its description - control-plane traffic volume for this one connection, not the encrypted data traffic it protects. Watching this per-tunnel value lets an admin identify which specific peer is generating unusually heavy IKE signaling traffic, as opposed to only seeing an aggregate device-wide number. A single tunnel accounting for a disproportionate share of the device's total InOctets would point straight at that one peer as the source of excessive control-plane chatter.
