This Counter64 totals the packets received across all currently and previously active Phase-1 control tunnels, per its description, the packet-count companion to cisgIpsSgGlobalInOctets. Comparing the ratio of octets to packets over time gives an admin a sense of average IKE message size, and a sudden shift in that ratio can hint at a change in negotiation behavior such as increased retransmissions. A hub seeing this counter grow much faster than its InOctets counter would suggest a flood of small control packets, possibly retransmitted Phase-1 messages from a struggling peer.
