This reports the number of currently active Phase-1 control tunnels on this device, per its description - a live headcount of how many IKE/ISAKMP control channels are up right now, each potentially carrying multiple Phase-2 data SAs underneath it. An admin watching this value gets an immediate sense of current VPN load and can spot an unexpected drop (tunnels going down en masse) or spike (unexpected new connections) at a glance. A hub router that normally sits around 40 active tunnels suddenly showing 5 would indicate a mass tunnel failure worth investigating immediately.
