Description: This object specifies the duration for which the buffering agent waits before discarding a buffer.
The discard timer begins when a packet is enqueued in the allocated buffer for a bearer. Whenever a packet is enqueued for a bearer, the discard timer is reset. If the timer expires, then the buffer is freed.

Configures how long the buffering agent waits, starting from when a packet is first enqueued for a bearer, before discarding the buffered data if it hasn't been delivered.
