This read-create value, from 1 to 4 seconds, sets the maximum number of seconds a BUS will hold onto a packet for forwarding before dropping it, with each drop incrementing busFrmTimeOuts. This is a very short-lived buffering window meant to smooth brief delays in forwarding broadcast, multicast, and unknown-destination traffic through the BUS, so setting it too low on a busy emulated LAN would cause otherwise-deliverable packets to be dropped purely because the BUS couldn't get to them in time, not because of any real network fault. Lowering this from 4 to 1 second on an ELAN with many active clients could start causing legitimate broadcast traffic to be dropped and counted in busFrmTimeOuts during momentary processing backlogs.
