What is busAdminStatus?

This read-create object holds the desired state of the designated BUS as prescribed by the operator, with the agent's actions intended to eventually make busOperStatus reflect this desired state where possible. This is the operator's intent rather than the observed reality that busOperStatus reports, so setting this to inactive is how an admin deliberately shuts a BUS down for maintenance, and the agent will try to bring busOperStatus to match whenever underlying conditions allow. An admin wanting to take a BUS out of service for a configuration change would set this to inactive and expect busOperStatus to follow suit shortly afterward.
