Controls creation and deletion of a DHCP L2 relay configuration row for a specific VS/RLAN combination, using standard SNMP RowStatus values like 'CreateAndGo' and 'Destroy'. Because relay must be explicitly instantiated per VS/RLAN via this row before any of the other per-VS relay objects in this table become meaningful, an admin adding DHCP relay to a new tenant needs to create this row first -- forgetting it is a common reason other relay settings silently have no effect. Setting this to 'destroy' for VS 12/RLAN 0 tears down DHCP L2 relaying entirely for that VS/RLAN pair, requiring 'CreateAndGo' again to bring it back.
