Because this is a free-form string rather than an auto-derived interface identifier, it's what lets an admin encode meaningful location or customer information (rather than an opaque slot/port number) into every DHCP request the relay forwards from this interface. An admin might set this to 'OLT2-PON4-ONT17' so the DHCP server's logs can immediately identify the fiber drop a lease request came from.
