An admin uses this counter's overall growth rate as a rough proxy for total web-browsing volume passing through category enforcement, useful baseline context before interpreting the blocked-count trend in proportion rather than in isolation. For example, scanned count growing by 2 million URLs per day gives the context needed to judge whether a blocked count of 50,000 that day represents a normal block rate or an anomaly.
