What is thresholdAlertCount?

This counts alerts successfully transmitted to this specific destination. It's a per-destination cumulative counter useful for confirming a notification channel is actually being used in practice, not just configured. For example, the counter might read 214 alerts sent to 'NOC-Email' since it was last reset.
