This reports whether the active event is still actively breaching (Active) or has recovered but hasn't stayed clear long enough to fully close (Clearing), per the description. A value of 'Clearing' tells the admin the underlying problem, for example low disk space, has already been resolved and the alert will auto-close shortly, whereas 'Active' means it's still genuinely ongoing right now. For example, the state might show 'Clearing' right after disk space was freed up but before the alert has fully aged out.
