Because each virtual system's interfaces can go up or down independently of the underlying physical interface's own state, this field is what tells an admin whether a specific tenant's logical interface is actually passing traffic, even if the physical port itself shows up as up in the standard interface MIB. One virtual system's interface reporting down while its physical parent interface reports up elsewhere would isolate the problem to that tenant's virtual configuration rather than a physical link fault.
