This catches P2P traffic disguised as ordinary web traffic specifically, so a nonzero count tells the admin that enforcing a P2P usage policy needs to rely on this deep-inspection signature rather than just blocking known P2P ports. For example, a BitTorrent client configured to tunnel over port 80 still getting caught and counted by this HTTP-header inspection.
