What is mgFwmIsAlive?

This reports whether the management server's core fwm process, which handles policy installs, log fetching, and SmartConsole logins, is currently running. Because this checks the specific daemon rather than the OS or the SNMP agent as a whole, it catches a management-process crash even when the server is otherwise reachable and answering pings. For example, this value dropping to 0 while the host still responds to ping would explain why SmartConsole logins suddenly start timing out.
