What is haVerMajor?
This INTEGER is the major version number of the installed HA/ClusterXL module, per 'Major version.' Cluster members must generally run matching or compatible major HA versions to synchronize state correctly, so this is one of the first fields checked when a cluster member refuses to join or fails to sync with its peer. Two members reporting different major HA versions would fully explain a persistent cluster synchronization failure.
