An admin watches this alongside fwDroppedBytesTotalRate on the same poll to see the ratio of permitted to rejected traffic, since a sudden collapse in this value while overall link utilization stays flat usually means legitimate traffic is being misrouted or a rule was just tightened, not that load actually dropped. For example, a reading that reads '48200000' (bytes/sec) during a backup window and falls to '900000' once the backup finishes is the expected daily accepted-traffic curve.
