This INTEGER is the minor version number of the FloodGate-1 QoS module, per 'Minor version.' Minor version increments typically correspond to bug fixes within FloodGate's traffic-shaping engine, so comparing this across gateways confirms whether they're all running the same patch level of the QoS software. Two otherwise-identical gateways reporting different minor versions would explain inconsistent QoS behavior between them even with the same policy applied.
