The desc explicitly states this is the IPsec total Outbound AH SAs, the cumulative mirror of cpvTotalAhSAsIn for the outbound direction. This rounds out the AH counter set; on an ESP-only deployment this and its three AH siblings are really just confirmation counters that AH was never invoked on this gateway. e.g. remaining at 0 for the gateway's entire uptime in a typical ESP-only deployment.
