The desc explicitly states this is the IPsec max concurrent Inbound AH SAs, the historical peak of cpvCurrAhSAsIn. On a gateway that never uses AH this will simply equal zero forever, same as its current counterpart, so it's mainly useful as a historical record in case AH is ever enabled for a specific legacy tunnel later. e.g. remains 0 unless AH is deliberately configured for a legacy peer at some point.
