What is swCFMExtMgmtLockState?

This toggles the CFM lock function, another 802.1ag maintenance mechanism related to LCK PDUs that lets an operator signal a maintenance domain as intentionally locked out of service, typically used to suppress client-level alarms while a link is deliberately taken down for planned maintenance, distinct from AIS's automatic fault-triggered suppression. Without this, taking a link down for scheduled maintenance would generate the same fault alarms as an unplanned outage, making it harder for downstream monitoring to distinguish routine maintenance from a real incident. An admin about to perform planned maintenance on a segment would enable this lock function first specifically so downstream alarm systems recognize the resulting connectivity gap as expected rather than treating it as an unplanned fault.
