Description: The phy reset state of the module

What is etherCardPhyResetState?

This read-write value reports or sets whether the Ethernet module's PHY is currently held in reset or out of reset. An admin can toggle this to force a physical-layer reset of the port hardware, for example to recover a stuck link.
