What is bwECNExpensiveCallReleased?
This counter tracks how many times a user actually hung up an expensive call -- one flagged by Expensive Call Notification -- before it was ever answered, i.e. how often the warning announcement in bwECNWarningAnnouncementAttempts changed the caller's behavior.
