What is ipsecGlobZeroIsakmpCookies?
This OID controls whether ISAKMP cookies can be zero-length for compatibility: true(1) or false(2). Some older implementations use zero-length cookies instead of random values. Example: setting to true(1) allows peers with zero-length cookies.
