Description: Gets the want TLS/SSL client authentication flag. If true, callers to TLS/SSL bindings of the local site must specify client authentication (two-way SSL) and the identity specified must validate against TLS certificate of the binding client partner.

Requires clients connecting via TLS to provide client certificates that validate against the partner's trusted certificates. This enforces mutual authentication at the transport layer.
