Gets the inactiveConnectionTimeoutSeconds attribute of the JDBCConnectionPoolMBean object Timeout prevents indefinite blocking when the database is slow or unreachable. Example: a 30-second reserve timeout means if a client requests a connection and all are busy, it waits up to 30 seconds for a connection to become available before getting an exception.
