Description: The number of link-state advertisements re- ceived determined to be new instantiations. This number does not include newer instantia- tions of self-originated link-state advertise- ments.

What is basOspfRxNewLsas?

This read-only counter tracks how many link-state advertisements the router has received from other routers that turned out to be genuinely new (not counting newer versions of LSAs the router itself originated). It's a rough gauge of how much link-state churn is arriving from the rest of the network.
