What is basOspfIfState?

This read-only value reports the OSPF interface's current state in the neighbor/DR-election state machine -- down, loopback, waiting, point-to-point, designated router, backup designated router, or other-designated-router. It's a key field for diagnosing why an interface isn't forming adjacencies as expected.
