What is viprVpnStatsIcmpInSrcQuenchs?

This OID tracks ICMP Source Quench messages, which are legacy rate-limiting signals that tell the sender to slow down its traffic because a router or host is congested. Although obsolete in modern networks (replaced by TCP congestion control), this counter identifies if older equipment on the VPN tunnel is still using source quench.
