What is viprSubChnlStatsOutCellCountHiB?

This high-order counter records the upper 32 bits of ATM cells leaving through the physical interface toward external devices. An operator uses this metric to confirm that the physical link is active and transmitting data without errors. A hi value of 3 shows that 3 × 2^32 cells have departed via the physical channel.
