What is viprSubChnlStatsInCellCountLoB?

This lower-order counter completes the 64-bit cell count for incoming traffic on the physical sub-channel without overflow. You'd review this to determine how much actual data the physical link is carrying and to spot if the interface is saturated. For instance, a value of 999,999 means roughly 1 million cells have been received.
