What is viprSubChnlStatsInCellCountLoA?

This lower-order cell counter on the rt sub-channel lets operators track actual inbound traffic volume without overflow errors on sustained links. You'd use this number in capacity planning to see how much traffic is flowing between two connected devices. For example, if the lo counter shows 2,000,000, roughly 2 million cells have arrived at the lower-order range.
